    The National Physical Planning Department (NPPD) of Sri Lanka, established under the Town and Country Planning Ordinance No. 13 of 1946 and restructured by Act No. 49 of 2000, is the apex authority for national spatial planning. It formulates the National Physical Planning Policy and Plan, regional plans, and guidelines for sustainable development of land and territorial waters. Its mandate includes urban planning, sacred area development, and research, ensuring balanced economic, social, and environmental growth across Sri Lanka.
