    The Ministry of Road Transport and Highways (MoRTH) is responsible for formulating and administering rules, regulations, and laws concerning road transport and national highways. It is the apex body for increasing mobility and efficiency of the road transport system, carrying out research, and ensuring road safety. MoRTH oversees the planning, development, and maintenance of National Highways and provides technical and financial support to state governments for road development. It has two wings: the Roads wing and the Transport wing. The Ministry was bifurcated from the Ministry of Shipping, Road Transport and Highways in 2009 to function as a separate, independent ministry. Its functions were previously part of various ministries and underwent several mergers and bifurcations since India's independence.
