Transforming Oklahoma County’s Parcel Management by Integrating Parcel Fabric & GIS Solutions

Oklahoma County, home to nearly 800,000 residents and 320,000 parcels, faced challenges in its parcel management workflows. The existing system required lengthy processes involving CAD file editing and script-driven CAD-to-GIS transformations. It lacked multi-user editing capabilities, historical data preservation, and a centralized data repository, resulting in inefficiencies and data inaccuracies.
Recognizing the need for modernization, the County collaborated with Esri business partner Pro-West & Associates to migrate its parcel management to the ArcGIS Parcel Fabric. A phased approach was adopted, beginning with data cleanup, a pilot project, and extensive testing to refine the CAD-to-Parcel Fabric conversion process. Layers such as PLSS townships, sections, tax parcels, and encumbrances were created and integrated.
The county-wide migration was performed township by township, excluding annotation until the end for efficiency. A progress dashboard allowed real-time tracking of migration status, and interim deliverables ensured iterative validation. The final deliverables included a complete Parcel Fabric dataset, annotation feature class, and an ArcGIS Pro Project for comprehensive data management.
This integration has revolutionized parcel management in Oklahoma County. Updates are now efficient and accurate, with preserved historical data and centralized, easily accessible records. The streamlined workflows and GIS-based solutions have extended benefits beyond the Assessor’s Department, empowering multiple county departments and the public through improved data access and integration.
