Transforming Energy Operations: GIS-Driven Integration of Utility Networks and ADMS at ESO

Lithuania’s Energy Distribution System Operator (ESO) undertook a groundbreaking initiative to modernize its energy distribution infrastructure, serving 1.8 million customers and managing 127,000 kilometers of distribution networks. The core of this transformation was the integration of GIS data into the Advanced Distribution Management System (ADMS) using Esri’s ArcGIS Utility Network.
This integration aligned ESO’s system with the industry-standard Common Information Model (CIM), ensuring compatibility and creating a unified interface for employees. The project replaced the legacy geometric network and GE Smallworld systems, establishing a centralized, robust, and configurable data-sharing platform.
The new solution automated the monitoring and export of network changes, enabling up to 1,500 daily updates to ADMS without manual intervention. It preserved legacy IDs for seamless coexistence with existing systems, supporting maintenance, planning, and real-time operational tasks. The integration also future-proofed ESO’s system, allowing easy scalability for upcoming CIM-based innovations.
