SAFER (Situational Awareness for Emergency Response): Frisco’s Public Safety Digital Twin Revolution

Source: Esri
Frisco, Texas, has developed the SAFER (Situational Awareness for Emergency Response) platform, a public safety digital twin system that provides real-time mapping and situational awareness for first responders. This system integrates live maps of public safety incidents, personnel locations, traffic data, and live video feeds, including inside schools, to enable coordinated responses. SAFER has become a cornerstone for managing emergencies, from routine traffic accidents to campus lockdowns, ensuring efficient response times and resource allocation.
Over 15 years of evolution, SAFER has scaled alongside Frisco’s population growth from 30,000 to 230,000, becoming an integral tool across police, fire, and transportation departments. It supports public safety in all 78 Frisco schools, encompassing over 4,000 live camera feeds and up-to-date floor plans. Beyond emergency response, SAFER has extended into economic development, providing GIS-driven data to attract corporations to Frisco. The platform exemplifies the city’s commitment to leveraging technology for safety, growth, and community engagement.
