    Project Details

The Rwanda Land Management and Use Authority (RLMUA) launched the Land Administration Information System (LAIS) Version 4.0 in collaboration with Kadaster International and supported by Esri’s Land Administration Modernization Program (LAMP). This GIS-based platform builds on the progress Rwanda has made since 2008 in modernizing land registration and administration. LAIS 4.0 revolutionizes land governance by combining textual and GIS components into a single system, supporting efficient land titling and certification. The system offers real-time web access to spatial data, integrates interactive visualizations, and provides data-sharing capabilities for various stakeholders. These functionalities improve transparency, support sustainable land development, and enhance the efficiency of land-related services across the country. LAIS 4.0 aligns with the ISO 19152:2012 Land Administration Domain Model (LADM) to ensure the system adheres to international land management standards.
