National Digital Parcel Fabric (NDPF): Modernizing Land Administration for Economic Growth in Barbados

In 2018, as part of the Barbados Economic Recovery and Transformation (BERT) Plan, the Government of Barbados (GoB) embarked on an ambitious project to modernize its land administration system by developing the National Digital Parcel Fabric (NDPF). The NDPF project involved creating a comprehensive digital cadastre, which would serve as a foundational layer for integrating various land-related datasets, enhancing economic development, property rights, and social improvement. Utilizing Esri’s ArcGIS Parcel Fabric in ArcGIS Pro, the project meticulously mapped over 124,000 land tax parcels, ensuring topological correctness and aligning parcel data with accurate survey boundaries. This parcel fabric has become the central platform for all land-related e-services, enabling seamless access to land documents and property information across government agencies. The modernized system now serves as a critical tool not only for government, but also for urban planning, property taxation, land dispute resolution, and foreign investment, aligning with the broader goals of the BERT Plan.
