Lithuania’s Nuclear Emergency Preparedness: GIS-Driven Simulation and Response

Faced with the potential risk of nuclear incidents from the Belarusian Astravets NPP, the Lithuanian government undertook a four-day, GIS-driven emergency simulation. Led by the Fire and Rescue Department (FRD), the exercise evaluated disaster preparedness and interagency coordination, implementing workflows aligned with the National Emergency Plan for Nuclear Accidents. By leveraging ArcGIS Enterprise and its customized RIM, the exercise simulated the impact of a nuclear emergency, including evacuation, public communication, radiation monitoring, and hazard mitigation. Centralized GIS tools enabled real-time data integration and visualization, ensuring all 19 participating operational centers functioned cohesively, sharing a single operational view.
