Enterprise GIS Standardization and Cloud Integration for Operational Excellence at Liberty Utilities

Liberty Utilities undertook a transformational project to unify and standardize its fragmented GIS landscape across multiple territories resulting from years of mergers and acquisitions. The company faced significant operational inefficiencies due to siloed systems and inconsistent technology deployments. By adopting Esri’s ArcGIS Enterprise suite, hosted in Microsoft Azure, Liberty created a centralized, cloud-based GIS infrastructure capable of supporting real-time asset management, field operations, engineering design, and outage response across all subsidiaries.

Using ArcGIS Utility Network, Liberty digitized and integrated more than a dozen different GIS environments into a single standardized model. The project enabled real-time mobile access through iPads equipped with ArcGIS apps, dramatically improving field productivity and data collection. With support from Cyient Inc., Liberty designed a repeatable migration process, including data quality checks, prototype testing, and staged deployments. The result is a collaborative, cyber-secure, and scalable GIS ecosystem used by more than 1,000 users across North America, streamlining asset inspection, service tracking, and emergency response operations.
