Shawnee County’s Appraiser’s Office undertook a comprehensive overhaul of its outdated, paper-based property inspection workflow by implementing a GIS-centric digital solution. The project replaced cumbersome manual processes with a streamlined digital workflow that leverages Esri's GIS tools to handle annual inspections of over 12,000 properties. Field appraisers equipped with Windows tablets used ArcGIS Collector to access and update property data, eliminating paper forms and ensuring greater accuracy.
Each property was represented as a point feature in GIS, with pop-ups displaying key details, historical photos, and links to PDFs of previous assessments. New data and photos collected in the field were automatically integrated into the system. Python scripts renamed and matched photos with corresponding parcel IDs, ensuring precise data association without manual intervention. Supervisors could track project progress through ArcGIS Dashboards, which provided real-time updates and performance metrics.
Citizens gained access to property and tax information through a web app built with ArcGIS Web AppBuilder, fostering transparency and improving public trust. This digital transformation significantly reduced operational inefficiencies, minimized errors, and enhanced public service delivery.
