The majority of Israel's land is overseen by the Israel Land Authority (ILA). ILA is responsible for supervising all development activities on its owned land that fall under the purview of local governments. After the Sde Dov airport was cleared by an agreement between ILA, the Ministry of Defense, and the Tel Aviv Municipality, preparations were made to construct a new neighborhood in its place. In the end, the Sde Dov quarter will have 16,000 units; 4,176 of those will be residential, and the remaining units will be used for commercial and other uses.

The Israel Land Authority and the Tel Aviv Municipality collaborated to develop the Sde Dov (Eshkol) neighborhood, for which CPM is the project management company.
