To modernise land administration and improve local governance, StateGeoCadastre in Ukraine launched a comprehensive digital transformation anchored in building the National Spatial Data Infrastructure (NSDI). This initiative included the production of updated 1:10,000 topographic maps covering over 509 km² and the development of a geoportal that makes 20 geospatial datasets openly available. By connecting data from nine different state authorities, an automated public land relations monitoring system was planned to provide real-time oversight of land market trends—including prices, parcel numbers, and areas sold—updated weekly and transparently shared online. The State Cartographic Fund’s Geoportal now delivers validated topographic, geodetic, and cartographic data to government agencies and local authorities, reducing duplication and lowering operational costs. In parallel, modernisation of the State Land Cadastre (SLC) software introduced advanced tools for data entry, display, and extraction, streamlining more than 1.2 million administrative services provided in 2023. Importantly, the project empowered certified land engineers to act as cadastral registrars, decentralising services and accelerating land registration processes.
