The Government of Lithuania, through the State Territorial Planning and Construction Inspectorate under the Ministry of Environment, launched an innovative digital service called “Building a House” to streamline all construction-related processes into a single online gateway. This service enables citizens and businesses to complete the entire cycle of construction administration electronically — from submitting building applications and publishing design proposals for public awareness to registering completed properties in the Real Property Register.
Developed in partnership with the Centre of Registers and supported by other institutions, the system was implemented as part of the project “Development of Advanced Electronic Services in the Field of Construction and Public Supervision of Construction.” The platform integrates multiple state systems, including Infostatyba and the Real Property Register, allowing seamless data exchange, document reuse, and direct e-payments. Users benefit from significant time and cost savings, as services no longer require in-person visits to institutions. Through its centralized architecture, the e-service improves the transparency, efficiency, and accessibility of public services in construction.
